Building a Personnel Reserve for a New Belarus: The First Priority Is Filling Around 900 Key Positions

There are several levels of staffing needs that must be considered.

The first and most immediate is the Personnel Register of the President of the Republic of Belarus. It currently includes around 900 senior positions whose holders are appointed directly by Alyaksandr Lukashenka. All of these positions will require new appointments in the event of a democratic transition.

However, the challenge extends far beyond the central government. There are numerous leadership and specialist positions at regional and local levels as well.

Not everyone currently working within the system has been involved in repression or the persecution of political opponents. Nevertheless, appointments to positions responsible for public services and the security sector will require particularly careful scrutiny, with each candidate assessed individually.

At the same time, replacing the leadership of the system does not mean replacing everyone who works within it. Many public employees perform duties unrelated to political repression and provide essential services to citizens.

Such professionals may be able to remain in their positions, provided they can demonstrate their competence and professionalism. The approach will be pragmatic and selective, evaluating each individual on their own merits rather than applying blanket measures.

According to Yury Hubarevich, the process of forming a personnel reserve for a future democratic Belarus should focus on identifying qualified professionals who are prepared to take responsibility for governance and public administration during a period of transition.
