Report of the “Personnel Reserve for New Belarus” campaign on one year of activity

During a meeting of the United Transitional Cabinet, the “Personnel Reserve for New Belarus” campaign presented its report for the year of work (from 1 August 2023 to 31 July 2024).

Over this period, 272 participants joined the programme. With the inclusion of new participants, the overall share of those remaining in Belarus decreased (from 33.4% to 29.0%).

📎 The proportion of participants with management experience increased from 48% to 54%.

📎 The gender balance also shifted: before August 2023, women made up 26.5% of participants, while in the second intake this rose to 42.4%. Overall, across the entire programme, women now account for 31.8% of participants.

📎 Participants of the Personnel Reserve are increasingly inclined to use the Belarusian language: 43.6% of respondents identified Belarusian as the preferred language of communication with the team, 6.8% chose Russian, and the rest selected “no preference”.

Five educational visits were organised to Berlin, Szczecin, Lublin, and twice to Vilnius (a total of 60 participants).

Participants were involved in writing research papers and essays on reforms in their respective sectors. In total, 40 papers were written, and 10 of the most developed were published on Personnel Reserve platforms.

The campaign website pr-belarus.org, as well as its educational platform, are continuously subjected to bot attacks and attempted SQL injections. It has been confirmed that a significant part of these attacks originates from the territory of Belarus.

Yury Hubarevich, coordinator of the campaign and deputy representative for the transit of power in the Cabinet, stated:

“This shows that special services consider the ‘Personnel Reserve’ programme to be as much of a threat to the regime as the Coordination Council (or at least comparable in significance).

None of the hacking attempts were successful. Participant data is securely protected and is not stored on the website server. Although these attempts could not cause harm at this stage, we have further strengthened cybersecurity measures.”
