How to solve the personnel problem in a New Belarus?
Pavel Latushka, representative of the United Transitional Cabinet for the transition of power and head of the Народнае антыкрызіснае ўпраўленне (National Anti-Crisis Management), presented his vision of personnel changes in Belarus.
How can we ensure that the civil service in a New Belarus is staffed by ambitious, professional, and proactive public managers? Preparation for this must begin long before any political changes occur. That is why the democratic forces of Belarus are currently implementing the program “Personnel Reserve for a New Belarus.”
The program is designed to train professionals in the field of public administration. It includes the selection and professional training of candidates who, in the future, will take part in implementing reforms in key positions within state and local government during the transitional period.
