Civil Service in Belarus: Current State and Reform Prospects

Experts from SYMPA/BIPART have analyzed the current state of the Belarusian civil service system, highlighting both its strengths and weaknesses.

The analysis is intended to support the development of a reform program based on European principles and best governance practices.

Civil service is a key component of public administration. It refers to the people and institutions responsible for implementing public policy and delivering government services to businesses and citizens.

In this report, the Belarusian civil service is assessed using the “Principles of Public Administration” developed under the SIGMA initiative for Support for Improvement in Governance and Management. According to these SIGMA principles, public administration reform includes the depoliticization of the civil service, strengthening the autonomy of central and local authorities, developing e-government, increasing transparency and accountability, and improving public financial management.

In the field of civil service, SIGMA outlines six core principles, each of which can be evaluated through a set of indicators. The study assesses Belarusian public administration practices based on legal frameworks, academic literature, and 15 expert interviews with former civil servants.
