Results of the Discussion on the Healthcare Reform Concept
The discussion on the healthcare reform concept, conducted on the platform of the “Personnel Reserve” campaign, has been completed. Thanks to the contributions of participants, the proposed approaches to addressing existing challenges were clarified and further developed.
Key findings:
🔹 The direction of decentralizing the healthcare management system was supported. This would create opportunities for independent professional audits and reduce the monopoly of the Ministry of Health over decision-making and system oversight.
🔹 The need to change the financing system was emphasized in order to make it more rational, efficient, and transparent.
❗ Even critical comments from some participants were useful in demonstrating that reforms must take public expectations into account and be carefully designed.
The author of the concept noted that due to the closed nature of the current governance system and the lack of reliable statistics, the true scale of accumulated problems remains difficult to assess.
Therefore, the initial steps of healthcare reform are expected to focus on:
🔹 eliminating obvious inefficiencies and outdated initiatives (such as import substitution programs or attempts to develop a domestic COVID-19 vaccine, etc.);
🔹 suspending clearly corrupt projects;
🔹 abandoning target-based statistical indicators as a measure of system performance (rejecting directive-style reporting).
In addition, it is important to create platforms for discussion of necessary reforms (regional healthcare reform, post-graduate medical education and professional development reform, and reform of higher and secondary medical education), to collect all available data, and to engage a broader range of experts, including those inside Belarus.
