Reform Concepts Competition

What could changes in Belarus’ public administration system look like? What solutions will the country need in the first years of transformation — and how can they be prepared already today?

These questions are the focus of the Reform Concepts Competition — a practical initiative aimed at developing well-founded and realistic proposals in the fields of public administration, local self-government, and public services.

The competition creates a space for those who are ready not only to discuss the future of Belarus, but to work with it in the form of concrete solutions — in teams, with analytical input, international examples, and an understanding of the broader context.

The goal of the competition is to support participants in developing reform concepts that may serve as a basis for further discussion, refinement, and practical implementation. Special attention is given to:

  • analysis of current problems and challenges
  • use of international experience
  • realism of proposed solutions
  • applicability of concepts within the Belarusian context

All participants of the Personnel Reserve are eligible to take part. Work on the concepts is carried out in teams of at least three people, allowing different competencies and perspectives to be combined.

Stages of the Competition

The competition runs from December 2025 to June 2026 and includes the following stages:

  • team formation and registration — until 22 January 2026
  • development of concepts — 23 January to 31 March 2026
  • preliminary evaluation and publication of works — 1–15 April 2026
  • public discussion — 16 April to 31 May 2026
  • final evaluation and results — 1–15 June 2026

Winners of the competition will receive a financial award of €450 (gross) for developing a reform concept. In addition to financial support, participants will be able to present their ideas within Personnel Reserve events, joining professional discussions with experts and peers.

The developed concepts will also be shared with partner organizations and may serve as a basis for further joint work, project development, and practical implementation of proposed reforms.

To participate, teams must complete online registration via the Personnel Reserve website by 22 January 2026 (available only to registered participants).
