Results of the Work of the Personnel Reserve

The year 2025 marked a stage of systematic work for the Personnel Reserve, focused on long-term development.

The initiative concentrated on building communities and strengthening its internal capacity in order to prepare professionals capable of participating in reforms and the reconstruction of public administration.

During 2025, the following activities were organized:

✅ an educational visit to Flanders
✅ an educational program with Germany
✅ seminars delivered by experts from the Congress of Local and Regional Authorities of the Council of Europe
✅ local Reformers’ Clubs and their first meetings in 7 cities across Europe

The following were launched:

✅ a new, more user-friendly and informative website
✅ a competition for reform concepts

Additionally:

✅ the educational platform was updated
✅ the strategic planning phase of the initiative was completed

In 2026, we will continue developing educational programs, international partnerships, and the community of reform-minded professionals, ensuring that the Personnel Reserve remains a space for learning, exchange of experience, and responsible leadership.
