The “Personnel Reserve for a New Belarus” campaign has announced a second intake for its online training program. Its goal is to prepare people who will be able to work in the state apparatus immediately after a change of power.

Participants are promised knowledge necessary for public administration.

The new intake of the “Personnel Reserve” was discussed by Yury Hubarevich, deputy representative for the transition of power in the United Transitional Cabinet.

Key points from the interview:

  • The political system built by Lukashenko does not allow ambitious people with independent thinking and democratic views to function in today’s Belarusian reality. This has already led to stagnation. Therefore, to fix the situation after a change of power, professionals must be trained now.
  • The training will begin on November 16 and last for two months. Classes will be held twice a week via Zoom, totaling 60 academic hours. Registration is open until October 31 on the official “Personnel Reserve” website. Participation is fully anonymous.
  • “We know that in the first intake there were representatives of security services. Not without reason, after that, all our platforms were labeled extremist. These security officers were still unable to identify any participants of the program, but they did gain new knowledge. I hope it changed their worldview at least a little.”
  • Today, the “Personnel Reserve” already includes more than 500 people, and this number is expected to grow. Among graduates of the first cohort are former ministry employees, officials, and large businesspeople. Many of them are currently inside Belarus.
