Personnel for a New Belarus: Where Will They Come From?

15 November, 2022

Three months have passed since the announcement of the United Transitional Cabinet, and its members continue to build their teams.

The Cabinet itself is still not fully staffed, with several representative positions remaining vacant. At the same time, the team of the Cabinet’s Representative for the Transition of Power, Pavel Latushka, has added a new position responsible for preparing a personnel reserve for a future democratic Belarus.

Is it possible to create a кадровый reserve for the future when democratic forces are already facing a shortage of qualified personnel today?

Where will candidates for this personnel reserve be found, and how can their participation be kept safe?

Will the Cabinet itself remain in place long enough to make use of such a reserve?

These and other questions are discussed by Yury Hubarevich, Deputy to Pavel Latushka on Personnel Reserve Development for a New Belarus within the United Transitional Cabinet.

The interview explores the goals of the initiative, the challenges of identifying and preparing future public servants, and the broader vision for building the human capacity needed for democratic transformation in Belarus.
