Results of the Discussion on the Education Reform Concept
The discussion of the short version of the education reform concept by participants of the Personnel Reserve initiative has been completed.
During the discussion, the following key problem areas were identified:
🔺 The balance between national and local levels of governance in education reform: a debate emerged between those supporting the retention of key reform powers at the national level and those advocating for greater decentralization to local authorities and educational institutions themselves.
🔺 Participation of education stakeholders (parents, students, etc.) in governance and decision-making at the level of educational institutions. The main debate focused on how parents and students can be meaningfully included in governance processes.
🔺 Decentralization of education governance.
🔺 Financing of education, including sources and funding models.
🔺 Educational technologies, with critical reflection on the traditional classroom-lesson system, which was widely considered outdated.
🔺 Interdisciplinarity in curriculum design, discussed as a mechanism for moving beyond the traditional classroom-based system.
🔺 A new typology of educational institutions, proposed as a non-linear and network-based model rather than a vertical structure, enabling individualized learning trajectories.
🔺 Learning outcomes and quality assessment.
🔺 Inclusivity in education.
🔺 Methodological support of the learning process.
It was proposed to continue the discussion by publishing the full text of the reform concepts and roadmaps, along with existing research on Belarusian education, on a shared platform.
Education reform is a complex and multidimensional topic requiring deep understanding. The process of discussion may be challenging, but every exchange of views provides an opportunity to hear different perspectives, generate new ideas, and move collectively toward a better future.
We thank all participants for their contributions and engagement. The results achieved should serve as a foundation for further steps aimed at implementing changes that will make education more effective and aligned with the needs of the modern world.
